In Wigan
Quick answer for Wigan: The four districts hold a mixed stock: two-bedroom terraces with yards, 1960s council towers at Scholes and Worsley Mesnes, Victorian and Edwardian villas in Swinley, and listed mill apartments at Wigan Pier. Wigan Council runs no selective licensing scheme, but a borough-wide Article 4 direction now covers new HMOs, and Swinley holds all three of the town's permit zones, so give us the street when you ask for a price.

Wigan's 2020 Housing Needs Assessment says the town's industrial heritage left "a large supply of 2-bedroom terraces with yards rather than gardens". About a fifth of the borough's dwellings predate 1919, and terraces are 35.3% of stock in the assessment's Wigan South area, against 28.9% borough-wide.
Scholes, across the River Douglas from the centre, had its 1960s tower blocks refurbished from 2008 as Scholes Village. Worsley Mesnes in WN3 had three 16-storey Bison-system towers approved in 1964 and is being regenerated as The Seasons, 169 homes for sale and affordable rent by Keepmoat with Jigsaw Homes Group, due to finish in 2026. Pemberton's Norley Hall estate in WN5 was planned at 1,500 houses, chiefly three-bedroom, and Beech Hill in WN6 had five-storey flat blocks approved in 1961.
Then the mills. Trencherfield Mill on Heritage Way, a Grade II listed cotton mill of 1907, holds 52 one and two-bedroom apartments, and a sales brochure for one of them lists high ceilings, tall windows and exposed brickwork. Wharfside adds flats on the Leeds and Liverpool Canal. Swinley, along Wigan Lane, is the Victorian and Edwardian end of town: villas, flats and large townhouses.
Wigan Council does not operate selective licensing anywhere in the borough, though Cabinet approved an options appraisal in March 2025. Shared houses are different. A house shared by five or more people from different households needs a mandatory HMO licence, with fines of up to £30,000 for letting without one, and since 31 August 2025 a borough-wide Article 4 direction has required planning permission for any new HMO. Swinley was one of two places where the borough's 105 known HMOs clustered in 2020; in a shared house the lead tenant tends to answer for rooms everyone used.
The council's damp leaflet is worth reading before you go: dry washing outside rather than on radiators, wipe condensation as soon as it appears, keep trickle vents open and test the extractor fan with a sheet of tissue paper. Dissatisfaction with home quality peaked in pre-1919 homes in the borough's 2019 household survey, and grey spotting on the reveals and bathroom ceiling of a solid-walled room is what a checkout tends to photograph. Surface mould on sealant and window rubbers comes under the standard clean, while growth that has spread into plaster is specialist work.
On water, United Utilities rates the Wigan South zone serving WN1 and WN3 as soft, at 1.40 Clark, and Pemberton's groundwater supply in WN5 as moderately soft, though variable. So shower glass and tiles are more likely to carry a dull soap film than a crust of scale.

Two stations sit about 100 metres apart in the centre. Wallgate is the Northern station for Manchester, with direct trains to Victoria, via Atherton or Bolton, and to Oxford Road via Bolton; timetable listings put Victoria about 44 minutes away. North Western is the West Coast Main Line stop for Avanti West Coast to London Euston and Glasgow, with a limited Manchester service. Bee Network buses use the TfGM-owned bus station on Hallgate. For a van, the A49 and A577 link the town to the M6, M61 and M58. All three of Wigan's controlled parking zones are in Swinley, on streets such as Wigan Lane, Dicconson Street and Parson's Walk.

Rents are climbing. ONS puts the average private rent across Wigan borough at £746 a month in August 2026, 6.6% up on a year earlier. Local agents told the Housing Needs Assessment that investment in private lets was increasingly coming from London, because yields here beat London's. The council runs its own Ethical Lettings Agency too, with a Tenant Matching Service backed by a bond guarantee.
On the high street, Belvoir lets from Library Street, Reeds Rains has a branch on Ormskirk Road in Pemberton and Sapphire Homes is on Market Street. More homes are coming: Fettlers, on the old Galleries site, is to bring more than 400 into the centre, and Heaton Group's 2024 plan for Cotton Works at the former Eckersley Mill spoke of just under 1,000.
